From whatever torrent you used, don't use it. Just go to Steam -> Tools -> MW3 Dedicated Server tool.

If you want my advice, rename your folder to something simple, like "IW5M"

Then, on the command prompt you can use

hldsupdatetool.exe -command update -game "modernwarfare3" -dir D:\IW5M

It will take a while to check it, but it's worth it.

When it finishes, delete caches.xml and start LaunchIW5M.exe
