Well,

I had to reinstall my windows- And now I have win Xp (which I dont like at all)

After reinstalling and repairing Net Frameowrk 4, I still get " Unable to find a version of the runtime to run this application " when I open InstallIW4M.

I had win7 before, but now I have this XP, anyways

Any ideas on how to repair this? Does Google Chrome has something to do with it?

Uninstall all version's of .Netframework and then install .Netframework 1,1.1,2,3,3.5 and 4 in order..
