Any creative, realtek or asus thing >$10 should be fine.

It's called coil whine and there's not much you can do.

 

Is your PC plugged into a grounded AC plug?

 

Most PSUs are grounded. If you touch it and feel a shock, that means that PSU is not grounded.

If the PSU has problems. Obv.
