How can i do that thing like RepZ?

Example, make a server, the player in order to play, he should give me his xuid and put it in a file (or whatever it is). Like RepZ if you know..

An I don't know abou that "xuid"-thing, normally these things work via "ip:port" or just find the server in the public list.
