Ah well, things might change now that we have a video on Machinima and rechyyy posting quite a lot of content from IW4M.

The only way people get noticed is if they do something, different. I think the upcoming months may be promising, with new weapons, maps and such hopefully going to be added.

1) Since the modification support in MW2 was primarily made by IW, just enabled by NTAuthority to the best of my knowledge.

2) Nothing (like dedicated servers, and FoV support) will catch their attention from here.

3) So if we get more maps, better modification support (hard I know but...), yes, we may catch their attention.
