Do you have the server.cfg in your "m2demo" folder? That's where it belongs.

If you're running a mod, I think this is true

If you're not running any mods at all, you have to put it in main

 

No, the server.cfg goes in the m2demo folder no matter what.

Nope, I always put them in main unless running a mod
