If you ran FourDeltaOne's dsut.exe with IW5M option on the folder where the server is being launched from, it has to launch r21

IW5M option? I didn't see anything that asked me to select any option. I did see "IW5M" pop up a lot in the command prompt window...

When you run dsut.exe for the first time, a prompt will ask you if you want to update an IW4M or IW5M server.

If you make a mistake and choose to update an IW4M server, it will download files such as iw4m.dat, iw4m.dll, m2demo folder, etc, instead of IW5M server files.

it downloaded the correct IW5M files, i tried it again and it works now, its R21 but it still doesn't appear in the server browser...

There's nothing I would add, except checking the query port.

Also, if you have any "server.cfg" on players2 folder, delete it or you'll find out that you can't configure your server while modifying the config files on admin folder (configs such as sv_hostname )

doesn't seem to work though, the settings are still there and didn't see any server.cfg in the players2 folder :/
