I was playing in a server and a player called ThisIsNH9 enter to the server and seconds after the server crashed, before to crash he type in the chat a line of colored squares (like squares of a map without image)

Does it work on the steam version of IW5?

I'm guessing VAC would go crazy over CE. But I haven't played anything that has VAC in a while.

Yes it does. I tried it the other day and it works on 1.9 and as far as i know its pretty much unbannable as people cant report you
