You can't. It doesn't work with Free games, mods or non-steam games. I had to buy Saints Row the third to activate mine. I tried everything before that.

Free games, mods, or tools do not count as a game. As such, it will not activate your friends list.

Or just have a friend who HAS bought a game add you, then you're in the money. Or just go buy a game you cheap bastards Steam is great and they always have good deals on games,and dont say " oh i cant afford anything",because iv saved and bought just about everything here(Some games i added just so i could use the ingame chat from steam,but most i bought)>
