The CLR20r3 error is a .NET Framework error, but it's a vague error that means "there's been a problem".

 

Try redownloading .net framework ?

What's your operating system? (probably XP or Vista, if you get that error)

If it's XP or Vista, unninstall .net Framework 4, install .net Framework 3.5 and then reinstall .net Framework 4

See if .net Framework 3.5 is enabled on windows features (through control panel -> programs, then a link on the left about adding or removing windows features)

Make sure that .net Framework 3.5 boxes are marked.

Well, if .net Framework 3.5 isn't working on windows 7, the only solution I can think of is to reinstall windows.

Maybe "sfc /scannow" would work... but probably not.
