Basic is not contains Areo, so he can use only Windows Basic (Non-Aero) based themes only. He need to install home premium for blured or Aero effects themes.

um, the home basic editions use DWM and a unique non-transparent DWM 'Aero' theme. 'Windows Basic' implies lack of DWM.

my current desktop is nothing special at all, uses default 6.2-shipped backgrounds in a rotation because most background images available online don't meet my requirements, let alone finding 3 of them

As my dad just pointed out, who cares about backgrounds since most of the time we (me and my dad) use maximised apps :3

operating environments with semi-transparent panels, secondary/tertiary monitors having only one opened window :)

But then again, like NTA pointed out, if you're using more than a single monitor, you're not going to be able to maximize the application over 2 monitors and if you don't have anything to maximize on your second (or third) monitor, you're going to have to either stare to just a single, boring colour/pattern or your nice background.

And no rice, no life.

And backgrounds are modify the color of the taskbar if you have transparent Windows (on Aero). And when You are logon and nothing is opened or you need to minimize the window a friendly or badass wallpaper make your OS better :3

Oh wait You are a Linux user. If you need to switch the window or virtual desktop you will see your wallpaper, and a good wallpaper is still useful :3 and after your logon the desktop is always empty.

And the 50% of the apps are ugly or not useful on my 17" monitor.

Okay I'm a bitch but Windows Xp's UI (explorer.exe) is more useful than Gnome 3's. Also you don't need to edit anything to use the f*cking minimize or maximized button. :3

Removed the rainmetter shit, my win6.1 feel so much better :D

(well rainmetter is still running on the screenshot but I killed it a few minutes after)

all those notification area icons, set to 'always display', taking up valuable space the tray window list could use on a non-widescreen monitor... really? my tray window list would even have multiple pages on that width
