Iw4m with iw5m im not understanding nothing

It might be a good idea if you were to verify your game cache on steam

Should also work for the steam dedicated server which I suggest you use

Whether you move the game folder or not, just make sure that iw5m.dat process isn't running, and that the game's folder is not set to "Read-only"
