I'm so sure that the thing that will make "player reports effective", is just an automated system which will ban automatically after a number of reports. Yay, everyone coming in the top 3 a lot of times gets banned! And I'm VERY SURE that after 1 month, the leaderboards will be stacked with glitched numbers and other ridiculousness.

 

Treyarch are just making up things so they can save money and time spent on developing the game.
