Because this is supposed to be as close to Vanilla as possible. You already have 4x XP and 4x Weapon XP as well as perks pro on first connect.

Also TNet would be (or is) sort of useless with everyone level hacking.

you do have pro perks, when you are in create a class it wont say you have all pro perks, but when u join a game and pick a class if you look the right center when it displays your loadout it will say you have pro perks

You are correct in that there is no objective reason to disallow importing stats/"hacking"- at the moment (bar TNet, and that's kind of dead right now due to reasons (I'm assuming you read the HUGE banner on the front page?).

 

Remember, IW4M has no such restrictions.

 

Otherwise... level hacks won't "ruin the game".

The thing's already a balance nightmare; the CM901 and the shotguns are absolutely outclassed (by the FAD and SMGs, respectively) as are the UMP45 and MP5, PKP, Dragunov and AS50 (subjective), and the L118A. Oh, and a balance mod can't exist because (AFAICT) the necessary files to edit are still encrypted.

 

You do have to play for a little while to get the best guns, but it doesn't take very long to get them (besides- just use the Thermal+Grip/Thermal+Speed L86 until you get the ACR, and use the PP90M1 until you get to the MP7). It takes 8 hours to get you to level 80. Don't bother with the weapon challenges; the XP you gain makes them worthless.

 

Oh, and there's a program (MassTumor made it) that you can get that allows you to have custom titles (Elite-style; coloured, too!); so you don't actually ever have to work for the 1000HS/2500 kills since you can just fake it regardless (if you ever wanted those titles anyways).
