Since when is Google Play not available in Slovenia? I have SE Xperia Mini running 4.0.4 works fine but there's still stuff exclusive to certain countries but there are workarounds.

err,i don't live in Slovenia i live in Georgia,and the appstore probably works because my friend has xperia and he downloads apps and stuff,but the google play shop does not work in my country

Nexus 4 is a great cell phone and i really find it very good but i don't know why Google play store is not working in your country so there is no solution for you i think you should choose another operating system as i phone IOS or symbian from Nokia.
