b. Port 3074 is being blocked. Open exception rules (both TCP and UDP) for port 3074 on whatever firewall that might be blocking it (either windows, anti-virus or router firewall).

I can connect now but "Connecting to online services" still persists. It usually pops out every time launch the game. Aaaand, I can't seem to connect to [HK] servers, its the only low ping server I could get into.
