The "custom maps" you're seeing, are not "custom". They're singleplayer maps ported to multiplayer. Actual custom maps are currently not possible, and probably wont be.

Can I inquire as to why? Limitation of the engine, or just hardcoded? I was hoping that I could edit maps for this, because rather enjoy this gameplay as opposed to Hammer and Css/Tf2/etc.

You forgot No Warfare, where all you do is sit around in your sitting room. You gain points by playing other Warfare games through the computer which you have to play $500 (real) to get it in your virtual world.
