That's only natural with torrent, they slow down near the end, usually because most of the people your downloading from aren't 100% complete the torrent themselves, so as you go up in % the less likely will be able to download those last couple of files that nobody is seeding.

That's why you always make sure to download a torrent with a good amount of 100% seeders.

That happened because the series itself is licensed by FUNI so no one is going to risk uploading the anime. That's why you can only get the unlicensed stuff related to that. A good idea is to head over to nyaa.eu and it should have the show.
