It means the file is corrupted. Re-install the game or try to replace the file with the old aiw file if you have it. Replacing the file worked for me. Also back up the original file.

Just let Steam check your Modern Warfare 2 Files.

Missing/Edited files will be redownloaded.

How do I let Steam check it?

1) Delete iw_01.iwd thru iw_07.iwd

2) Verify steam cache

3) Steam will re-download the missing files.
