The oldest replaced car model for GTA IV I could find was made in July 2009, which makes it ~9 months.

oh, wait, you're one of those idiots who think the best in modding is to place real cars into the game. anyway, the first open tools to do such took around 2 years - the first native script compiler took 3 even.

 

asi loaders which play a huge part in GTA IV modding came out in january 2009, even earlier.

yes as those are so hard to make and are specific to a game

I want to see:

Flyable planes

Car customization

Better player customization (not just a few clothes like in GTA IV, make it more like SA)

Customizable weapons (silencers, flashlights, laser sights, basic stuff..)

More high quality DLCs, like EFLC was

No exclusive content for consoles. PC players are important too. FFS, it isn't even confirmed yet it will come out on PC, but seems like Rockstar came to it's senses.

Moddable with current tools for GTA IV (not like it took months to make tools for GTA IV, it would be better just to slightly update/modify them)

Better car traffic, not having 40 cars on the street, and out of that 20 are taxi, 15 are exact same like yours and other 5 are random.
