A bit of XP's LaunchIW5M not working

Weellll, this doesn't happen to me, but a friend of mine is having this problem when launching his version.....

 

This is a fresh XP, and he's already installed .NET Framework 1.0. 3.0. 3.5 4.0 .4.5

PS : I've actually recalled having read the solution here before but I forgot....
