It's close enough to sarcasm for me to call it sarcasm - sarcasm carries the intent to hurt, however sarcasm, cynicism and irony are all somewhat closely related and hard to tell apart from in text and writing

It's how you interoperate it that decides on what it is (of course until the person that said it clears it up or whatever)

 

Anyway, on topic, it would be nice if you would include a detailed or brief description of what you want done

Also, you should add a description, like how the mod should be like.
