As for the illegal dash cam discussion, I don't think they are illegal here(US), I'm sure you'd just have to blur out license plates and what not from footage you've recorded.

Dash cams aren't illegal in the U.S. the reason everyone seems to have them in Russia is to protect themselves against insurance fraud( and there might also be a law that requires you to have one at all times)

But in Russia a lot of people are trying to demand cash for people by tricking them and causing a fake accident. If you have a camera you can bust those scammers.
