my NL-created account works fine when activating non-DE titles (which I can't activate from my usual DE IP) using US VPNs.

Steam's onlyallowrunincountries only cares about your ip, so when you use proxy to open the game (and activate the key/gift/bleh PurchaseRestrictedCountries) and then when you are in-game, disable proxy, you are still okay in game.

This is quite something annoying for people who played games that region-locked.
