Yep, you can adjust (nearly) all of them by just using clientdvars.

For sleight of hand:

self setClientDvar( perk_quickDrawSpeedScale, "1.5" ); //Scales the 'Hip to ADS' transition speed
self setClientDvar( perk_weapReloadMultiplier, "0.5" ); //Percentage of weapon reload time to use
self setClientDvar( perk_fastSnipeScale, "2" );  //Scales the recovery speed of the view kick when using a sniper
