Follow #9 in the dedicated server part of the IW5M: Common Errors thread: viewtopic.php?f=30&t=9515. Make sure that when you type !login after enabling the system, you put a / (slash) BEFORE the !login so no-one can see the password!

Tell all the admins in your server to put the slash "/" when using the login plugin,

Also change the admin passwords always.

but we can't ban them cause they use our xuids+if we kick them so many times what they do is they make server and client's game crash...

yes hacker the one is right dude we cant do anything and using my xuid and manypersons one day he came in the name of LORD XAVIER

Can't you just ban his IP?

or try installing country filters first, to see if the hacker's from India, then you gradually move outwards towards Europe (to partition the probable location of the hacker)
