Any help on fixing this, without replacing cod mw2 files, as i downloaded it and didnt make a backup?

Are you running iw4m.exe?

Well when i downloaded the mw2 from the internet, it already had 4D1 installed, so all i did is download the updater, updated it, and played for a few hours, when i restarted MW2, this came up, and i havent been abl to fix it, and i dont have a backup, and i would rather not re-download another game.

i did, but i was VAC banned, so i found this and installed it, my steam account was hacked, the person must have used hacks, as i didn't get to use my account for 3 weeks, when i returned, i was VAC banned from all servers and games.

 

EDIT:

deleting caches.xml did not work, still the same error.

It could also be your ports being blocked.. Try finding the MW2 ports and port forward them in your router.
