My suggestion would be to setup the plugin called WideBan in B3, this will check to see if a player connecting matches a banned players IP address, and if so, then it rebans them.

You do have to tweak the file a little bit as there is no punkbuster ID for players, I'll see if I can find the tweak for you, it's somewhere on the B3 forums.

Or just dynamic IP's. Which most of the worlds internet base has.

for example: 3 years ago i was playing world of warcraft "private server" and i was found a bug, and it was about the account ip, i simply vote and then reset the router and vote again and again....

No, b3 also bans the XUID of the player. But both XUID and IP can be spoofed.

B3 bans by XUID and IP. If the player is using a legacy client, it's easy to spoof XUID. And as you said, IP bans are easy to bypass by simply resetting your Dynamic IP, a 30 second job.

Well first time was in July 28th, and the second was 19th August, 23:34. Which means he got banned AFTER OP has started the thread here. That means he didn't actually use any spoofers.

 

Remember, bans for cheating done by aCI are not permanent.

Also, I think I have seen this nab say the exact same thing on one of our clan servers as well.
