i want to play but not to download the mappack >.<

Then don't play on servers with DLC.

There is NO other way apart from Downloading or Buying them (which leads to downloading) or get them from your old AIW folder

no one wants to help :(?

Do you have a clean Steam mw2? Or do you still have the aIW one with the 4D1 patch over it?

If you dont have the DLC, you cant load certain maps, and therefore you get an error.

Go to /zone folder and rename your russian/any-language folder to english, and also go back to the folder with the exe and find a localization.txt file, open it in notepad and edit the first line from russian/any-language to english. Also, go to the /main folder and rename all the localized_*language-here*_iw*number*.iwd to localized_english_iw*number*.iwd

@NTAuthority - what about making IW4M find out which language files should be used?

I can see that there is something done towards that (PatchMW2Load.cpp, GetZonePath()) but it doesn't seem to be working :>

I'm assuming he uses a Russian-language version with out-of-date English files; in this case localization.txt contains 'english', and in this case the user wants to use English too.
