Yes you can

The exact same files from your client (your mw2 folder) just make a second copy with all the files in, add a server.cfg to the /main folder this can be found here http://www.mediafire.com/?fqoh0c4ias06rlc just edit the name of the server and your map_rotation.

 

Now add a parameter to the shortcut (in target) e.g "-dedicated +set party_maxplayers 18 +set net_port 28961 +exec server.cfg +map_rotate"

 

note: you can use your own port also, and DO NOT delete the target, this parameter goes straight after it.

You need to port forward if no one told u.

that is for people to see the server on the server list , or is it to people be abble to connect to the server?

Both :D

 

You need to port forward the port you're using e.g. if you're using 28961 then open that on your local ip TCP/UDP.

 

While you're there, might as well make your local ip static
