He talked about m240 silenced and not about the m9 silencer versions, while the m9 obviously was the only weapon touched in this update. So updating the server to rev106 won't change the m240 at all.

 

Anyway, he is right. Silenced is set to 0 for all the m240 silencer versions, meaning it's bugged.
