I have tried the read-only fix: didn't work.

I have tried running as admin: didn't work.

I have tried moving the entire game folder to my desktop: didn't work.

For everyone getting this error:

Please do the following:

 

1) Create a new folder called 'back' or so in MW3 folder/zone/english

2) Drag every file which is in the /english folder to the 'back' folder you just created

3) Open the MW3 updater.

4) If everything goes right, it should add the new maps now.

5) MW3 is trying to open but crashes after a few seconds. Don't worry!

6) Drag every file of 'back' back to the original folder (MW3 folder/zone/english). If it asks to overwrite, just select no to all.

 

^ This done it for me.

Have you tried killing the process explorer.exe or restarting the computer?

The message is unequivocal, something is locking the file and preventing it from being updated.

If running as an administrator does not solve the problem, then surely any other process is locking that specific file. Maybe an antivirus or other anti-malware solution?
