If they got exiled, then they lost. If people took over that land which was unused, they don't deserve the right to have it back, since people have taken it over. Some other country rightfully defeated them, and another people simply took it because they didn't know, and they required a home.

 

Analogy - Let us say someone was living in some house. The Government decided to take them out for some odd reason (note: The Bible only lists one side). They are forced to leave. The Government sold the house to some people, because they now own this property. Now the Government let them back into the country because they've served their time. Now that someone else has taken it, do they deserve it back.
