Yes, I was playing on a server and there was a guy with the 11 prestige, after the map change he was 10 prestige. Also, after this I am seeing lots of people without any prestige/level next to their nickname.

it happens because a custom material was loaded at that time, and code-created materials don't get cleaned on device reset/release

 

needs to be migrated to fastfiles!

Don't seem to have it on my account, well rarely after a map change or after setting my video options, but I'm guessing it has something to do with vid_restart

Just type vid_restart on your console and see for yourself (using your staff forum account obv).
