They got it before it was implented or they are from aRev/IW4Play.

Be sure you use your gametype instead of 'dm'

Delete anything else that you have not in red. Then, download the installer and select that directory

Its a dedicated Server issue, the server owner must set "sv_maxping 0" into their .cfg file.
