I really can't help with this one, but remember to blacklist as most as possible so cheaters can get banned at the release and they don't appear at the streaming.

The first question is, how would you code the definition of a hacked texture?

We could make random images (in a list of known target images) hash checking in other than CRC32. But then we would have to forbid custom textures. And it would only work as long as people didn't know that image hash checking was running, otherwise they would make another "fixer", just like the CRC32 one that they use now.
