yeah.so bots know where to walk around the map.

Places the bots can go. Basically you're setting out paths for them, they choose which way they go at every intersection. That's why I've been told anyway.

Actually he loaded a spec ops fastfile (something like so_survival_mp_dome) to his dedicated server to dump the waypoints.

It's probably a waypoints file from the "survival" gamemode that he got to work with the multiplayer part of the game. It'd make coding bot/zombie mods significantly easier though.
