I'm thinking the rule is to prevent Activision from coming in and declaring that FourDeltaOne is a warez provider.

That law was for people posting direct links to warez sites in a post, here on fourdeltaone.

I downloaded all the parts except the backup files,I will download them if I need them! but the problem is that I cant use this DLC in Survival? and yes you can use it on steam it works! not sure if u get banned or not!

You can't use the DLCs on Steam ._. the game checks for the .sdm files and if you have the game bought.
