Before the coming of iw4tool, the only way to load these SP guns (such as M40A3) was to load the whole entire map in the 'background' as well as the map you're playing on. This would use about 2x or so more RAM than usual. Now with iw4tool he's able to put the SP weaps into their own .ff without the rest of the map files, this way we can load just the gun files, and it uses a little more than the usual I'm assuming but nothing major.

Interesting: Peacekeeper SMG in IW4 (using the FAMAS's weapon file for now; sadly it seems hard to export sounds properly)

Id compare it's stats to the M4A1, ACR, or the F2000.

Why don't we use some youtube videos to check it's actual RoF and stats such as range and damage using youtube videos made by Drift0r, for example.
