You're doing it wrong

    set sv_mapRotation "gametype sd map mp_afghan gametype sd map mp_fuel2 gametype sd map mp_derail gametype sd map mp_crash gametype sd map mp_nightshift"

Change that setting

I host a server and my ports are also open. But i have one problem. One friend joins to the server without any problems. He can see the server in the list and is also able to join with the IP. But another friend can neither find the server in the list nor can join with the IP. What could be the reason for this problem?

Are there any DLC maps in the map rotation? If so, they might not have those maps and will disconnect. Otherwise, I'm not sure.

No,i dont have dlc maps.Just connect ppl and next random map disconected.

You may try typing it in your dedi console, but it's highly probable you will get the cheat protected error. To do that you would need devmap, which currently isn't supported for multiplayer. The best thing to do is become a kidder and start making some simple gsc files.

I know you can disallow perks altogether in the config

You could always find/make a mod

I use one on mah servers to prevent GLs and other annoying things, but it doesn't work yet

i have the problem now when i start my server

he say

execing mp/stats_init.cfg from fastfile

and than nothing new happen
