Though a leak could happen, you know chinese people and stuffs, but well I'd say modding tools would also ruin th fun of all the achieved reverse engineering on IW4.

Or maybe they'd add more fun, as you could create your own maps, weapons and such stuff!

 

Only good thing that resulted from IW4 mod tools is galactic warfare, rest is fucking garbage, things that could have been made without the mod tools and maybe a few good maps that nobody plays.
